Lots of glue on the PCB board

Hi, recently sent in the Pulse Mini 2i for repair and the technician came back with this photo. He couldn't remove the glue to replace some components and advised me to replace the whole board. It baffled me to see so much glue on the board. Would like to know is there some solvent or method that the technician can use to remove the glue?
