I found the solution. This may be relevant to others here.  Our home network is a bit complicated in a way that many other users may have.

My Internet service enters my house in the basement, where there is a cable modem that emits a WiFi signal and has four Ethernet ports.  The WiFi from the basement does a poor job of covering the home's living spaces, so we have a second wireless router on the second floor, which is served by an Ethernet cable run up from the basement.  Our Vault 2i is in a closet off the living room, on the first floor. The Vault 2i gets its network from an Ethernet cable that's plugged into the cable modem in the basement.

I found that with this setup, when my new phone (or tablet) is connected to the upstairs WiFi, it can't "see" the Vault 2i because it's connected to a router "upstream" of the one that's serving the WiFi I'm using. I was able to get both the phone and the tablet configured to know about the Vault 2i by taking them down to the basement, connecting them to the basement WiFi, and then running the BluOS controller app. After that, I found that when I went back upstairs and reconnected to the upstairs WiFi, I was still able to use the BluOS app to control the Vault 2i and make it play radio stations through our sound system, etc.
