Android phone volume rocker controls volume on my amplifier even when the controler app is in the background

I'm controling my NAD C388 with MDC BluOS 2 card and I just noticed that the volume rocker on my phone controls the volume on the NAD even if the controler app is in the background. The bluetooth is turned off on the phone. NAD Remote app is not active. I'm on Viber typing messages and trying to turn the volume down on the phone, and I'm turning down the volume on the amp as well. Strange.
