Windows controller 4.0 ZIP files

I'm trying to download the 4.0 Windows controller. Windows 11 refuses it because the ZIP file contains a virus?

  I managed to download it and install it on another computer, which went fine. 

  However, I noticed that the certificate in the file belongs to Lenbrook Industries Limited. Could you please explain?
