Customise Home - Drag to rearrange not working

Andriod controller Home screen has the option at the bottom to customise.

This takes you to a page where there is what looks like a graphical representation of the items on the home screen with the message 'Drag to rearrange'.

On my S25 Ultra this page is not working, the only valid entries are cross and tick at the top. There is no way to move the items on the page around.
