Bluetooth Headphone Volume

I connected my Bose QC35 headphones to my C388 integrated amp with BluOS as the source. With the audio going to my speakers the volume was set at about -30 dB for comfortable listening but with the bluetooth headphones I had to max the volume on the headphones and turn the volume up on the amp to about 0 dB to get what was still a pretty muted audio volume from the headphones. Is this to be expected? I would like to set my expectations before I consider investing in aptX capable headphones.
