volume too loud

I can't get proper low volume settings (5-20%), everything works fine at medium and high volume/output (>20%), but I have difficulties adjusting low volume/output. It jumps from too low to too high. Any tips and tricks on volume scale settings?

  On the now Playing screen press the circle where the volume is then dragging your finger up the screen, rock your finger back and forth for finer tuning. This is a learned function in both the Android and iOS operating systems for most Apps, not just ours.
